Capacity plate dilemma

I have a 1997 Fundeck 226R and my capacity plate say 9 people or 1295 lbs. When I look it up everything online says 13 people and 1745lbs. I am confused. How is my 226R rated for less than all the others?

Figure out what the sticker should say and have one made by a vinyl sticker guy. Hint: When the AAA lady went to take my money to the cashier, I used her stamp to validate my European Tourist driving license to include trucks, busses, excursion boats, airplanes and whatever else had a place for the stamp... You could make the load limit plate say whatever you like.
