deckboat 210 side engine compartments

I have a 2001 210 deckboat 5.0 volvo.  on either side of the engine there are two round covers. under that are the engine mounting bolts.  this area gets filled with water and I have to use a vacuum to get it out.  do these side area drain into the bildge?  thanks for any advice.  jim
