Solvent cleaning of fuel filter/ Low RPMs

Yamaha 2004 F150 TXRC The owners manual recommends cleaning the fuel filter by soaking in a solvent but doesnt state what solvent to use. Is there a recommended solvent?
Can a fouled fuel filter cause a reduction in maximum RPMs from 5400 to 4600 and surging of RPMs at WOT?

I would try a carburetor / parts cleaner.
