All nav/docking/cabin lights flickering

Have a weird problem with all lights flickering. Dock lights will be on and flickering even without the switch being on, nav and cabin lights act the same way but only when the switches are activated. 

Any idea of the problem?  I'm guessing some kind of short but why the dock lights would come on even without the switch being on I have no clue?
