Replacing aft platform ladder

I have a 23 Ft Sundeck. i need to replace my platform ladder and am not able to remove bracket screws. Phillip head bolt just turns and will not back out. I do not see any way to get under ladder platform to hold but either. Is there and access I am not seeing? Any ideas?
