I have a 22 ft sun deck with a 15 M 14 prop. It gets up out of the hole fast (200hp Yamaha) but I feel that it revs higher than it should on plane (3800 rpm at 27 mph). I used to own I/Os and we would adjust these things by changing the prop pitch. A dealer told me this was not done with an outboard. I'm not convinced. Any input?

I'm not convinced with that answer either!  Hull design, weight, weight distribution, performance preference (ex: better hole shot for water sports activity, higher top speed) all are primarily controlled by prop pitch.
You may want to try going to the Yamaha Propeller Selector website and punch in a few scenarios and see what pops up:

whats your max rpm? You should be turning 56-5800 rpm at full speed.
