Throttle Tension 2016 Suzuki 175

I just purchased a 2016 21cc with a Suzuki 175.  The throttle tension is loose and borderline dangerous. Someone suggested I look for the tension screw and told me it is around the throttle.  There is a rubber cap that I removed from the base of the throttle and found this black part between the two phillips screw. I assume those two are to hold the throttle in place.  This middle black (Screw) button pushes in which has to do with the shifting forward or reverse. However,  is this also the tension screw?  If not where is it?  Please advise on what tool to use if it is.  I have attached pictures.  Thanks, John
