Bilge Pump Rocker Switch

The sun has worn off all labeling on my switches and I've been able to hunt & peck to identify some of them but still can't get bilge to work so not sure if it is a switch, wire or pump problem. Looking at wiring diagrams for pumps with auto-on, they require a top on, middle off, bottom on rocker switch so if I only have one of those in my panel, would that be a way to ID the switch?

    There are 2 three position switches on your helm panel.  One is for the bilge pump, the other will be for your navigation lights.
    The bilge switch will have brown color wires going to it and the navigation lights will have gray.
