steering arm is worn - shift bellow has a hole in it?

I took my 2014 hurricane 188 SS into the shop. When replacing the impeller they found the "shift bellow has a hole in it. Also found the steering arm is worn and slopping side to side with drive and should be replaced have to pull engine to get to steering arm and pull gimbal bearing.
Is this a normal occurrence? Approximately $3400 in labor. Boat has about 250 hours on it
