Anybody replaced a PVC fuel vent or figures out an easy fix. Does not look serviceable from outside of boat

Typically, it is not serviceable from the outer hull, there is usually a nut or threaded collar holding it in place behind the outer hull. If you don't have another way to access areas like this, usually you have to cut out a portion of the inner deck to install an access plate (deck plate) near where you can reach the area you want to service. They come in a number of sizes, shapes and styles. They are available through marine suppliers like West Marine, Defender, Overton's and others.
