Throttle/Shifter hard to operate

I just joined this forum, and bought a one owner Sundeck Sport 202 IO 4.3L 2014. I have owned bass boats and pontoons prior, and this throttle/shifter is WAY too stiff! I cant even free wheel it for motor revs at all! any techs or data or knowledge would be a great help. I am a pro tech on vehicles so I'm not scared!! Thanks in advance.

I would take a look into the routing to make sure it is not binding up.
