sd237 top speeds?

I am looking at a 2000 SD237 with the 7.4l mpi. I am told by the owner that it only would run 38-40mph? Is this normal? I assumed more like 45-50mph? Test ride is not an option, as it needs a new drive coupler at the moment. Any insight is welcome. Thanks, Zach J
