Bow rides to high at slow speeds

I have a 2011 SD217 with 200hp OB. I can get the boat to plane at higher speeds but when going slow, the bow rides very high even after adjusting the trim. Is this common?

It could be as easy as a prop change - not sure if this is a Yamaha 200 but this is what they put on the 217 with a 200hp engine
