2001 Sd217 stock prop

I purchased a 2001 Sd217 stern drive . Currently it has a 14.5 x 19 prop on it. During the test drive , the motor ran great but we maxed out st maybe 35 mph and it seems as though the throttle had 20% -30% throttle left and it kept banging he Rev limiter... So I'm thinking someone had changed the prop?
