The battery compartment for my SD2486 always has water in it.... shouldn't that area be dry?

Both batteries are dead and only 14 month old with seasonal use. I routinely turn off the main switch to the batteries when not in use. So it is very strange for the batteries to be dean with such little use. I understand the bilge is directly connected and maybe part of the radio functions, but, they would not draw that much power to kill the batteries.
