21 or 19 pitch?

I have a SD 187 with a 4 blade 21 pitch stainless prop and even with the 250 HP motor I can’t pull a normal weight skier out of the water quickly. I’ve been told 19 pitch will help and have been told that the increase in RPM as a result of the prop change won’t over rev the engine. Thoughts?
