2690 STORAGE DRAINS

I have a 2023 2690 OB and the storage compartment in the middle in front of the fuel tank is always completely full of water its been like this since new, the front bilge pump does all the work draining it. i took out the bottom panel to gain access to drains and there is a drain tube but if i put some wire down it ,it only goes about 8 inches then stops. its blocked by something but not sure what. my concern is the fuel tank is directly behind it but im not sure how the tank is fitted and it the tank itself could be the obstruction or could it be glassed or foamed over? i want to run a drill down it but don't want to damage tank if it is in fact the blockage can some let me know best course of action? or have any insight ? thank you
