2019 CC211 >1 live well dial won't budge, the other well overflows

The 2 live wells on this boat have been a PIA since the very beginning. They would fill (and overflow) when the dials were set to any of the three settings when underway. We added inline shutoffs at the fill tubes within the live wells to stop the issue. Now the back one has returned to it's constant fill no matter the setting on the dial. The dial for the front one will not budge at all. Any ideas on how to resolve these two issues?
