Rating hp for deck boat

anyWe have an 86' Hurricane deck boat-the silver tab by steering wheel rates it for 150 hp-it has a 175 hp evinrude on it when we got it....water police says we can't go on water with that size of motor.Anyone have this problem or suggetions?
