Wiring Diagram for 2001 SD217 w/Honda 130HP OB motor - Dock lights/Nav Lights not working

Hello - I recently purchased a 2001 SD217 with a Honda 130HP OB motor. I'm having dock light/nav light problems as bulbs are fine and when I hooked up a voltmeter am getting power to the actual bulb housing so my thinking is issue back to the console? I also changed the power switch as well. Please help!
