2013 SS201OB Bilge will not kick on from panel rocker switch

I have a multi-meter.  Any diagnostic tips?  For starters, where is it!

    Will the pump kick on manually?  If there is not power to the switch it is possibly a connection or pump issue.

    It's not equipped with an auto-switch, and so if by "manual" you mean by depressing the single acting (on/off) rocker switch, thats a No.  I dont know where the bulge pump is located yet, and so I have not tried powering it directly with an independent 12V source.

    the bilge pump is located under the two access plates in the motor well.  There is a two finger recess on the pump to test it.
