LiveWells not draining. Bow LiveWell doesn,t Fill

I just took delivery on a SS231 O/B. Both The Bow and Stern Live Wells don't drain. Only the stern Live well fills. The dealer said the 4 shut off valves in the stern of the boat need to be open.They said the two larger hoses are the drains and the two smaller are the inlet. Both knob's on console are set to empty. Still doesn't drain, and only stern L/W fills. Any suggestions?

Have you tried using a small bit of compressed air to see if there is a possible obstruction in the lines?------------------------------------------------------------------------------2010 Hurricane SS 188 OB

It turns out that I had to prime the bow live well pump with water from a hose. Now the live wells drain because I didn't have the shut off valves open.
